I am currently wondering why is the Counter usually going fot the seats at Help Desk instead of FTF? Maybe the Counter is constantly SPAMMING that area? Maybe its rigged? Can someone please reply, I'm very confused right now. If its rigged, can someone change the seat choosing mechanism? Thanks!

Its not rigged. its completely random, if it chooses certain seats alot luck eventually evens it out.
