If you ask one of the owners if they are doing so they will point you in the right direction and one of them will sort you out mate. However, there might be a bit of a wait until an owner has enough funds for your pay points so please keep that in mind, Hope that answers your question.
You can look for habbo users in the base that has a black OWN badge. These are owners and they'll pay you according to your rank points. Owners are online daily so just stay active in base and you'll see them around.
