Being a past troll (you can confirm with the lovely cyndii), I can say many agencies tolerated it differently. Because I knew I was also representng an agency, I often kept it to a minimum. By minimum I mean wearing effects that resemble a mask, asking stupid questions to the help desks, and getting close with employees that were not supposed to have contact with non allied agencies. I believe there is a fine line between being professional with goons and allowing them to feel comfortable. In fact, I believe it can convert them to hard working people if they were given a chance. UN enviornment is simple. You can simply do what you want as long as it does not affect operations and no one is hurt. Seeing that line is not hard. However I can not say the same for other agencies. With rules like no effects, no dancing, no harmless swearing, and no conversating with a superior to have a reaosnable conversation about a disagreement, other agencies create a much more serious enviorment. People have been expelled just for those small irrelevancies. While those are small and petty things to penalize, it all adds onto the vibe of a base. I'm pretty sure some people like that vibe, but I can say statistically no one wants to have a reminder of their work place even when they open their laptop whil playing games.
